The “Black Notaries” Case

Since 2014, more than 300 incidents have been recorded involving unauthorized access to notaries’ computers and illegal changes to the State Registers of the Ministry of Justice of Ukraine. The total value of property that changed ownership in this way exceeds UAH 10 billion.

In most cases, the notaries themselves became suspects for entering knowingly false information into the registers, a trend fueled by statements from top state officials about the guilt of so-called “black notaries.”

Evidence of computer intrusion and theft of access keys, collected during forensic examinations conducted by CyberLab, made it possible to clear the notaries of suspicion and change their procedural status from “suspect” to “victim.”
