National Cybersecurity Cluster “Defining and Integrating Key Cybersecurity Concepts in the Legal Framework of Ukraine and the World”

On May 30, 2024, a meeting of the cluster was organized by the National Coordination Center for Cybersecurity and the National Academy of the Security Service of Ukraine, in cooperation with CRDF Global in Ukraine, and supported by the U.S. Department of State. Among the speakers at the event were representatives from the Office of the National Security and Defense Council of Ukraine, the Ministry of Digital Transformation of Ukraine, the Ministry of Foreign Affairs of Ukraine, the State Service of Special Communications and Information Protection of Ukraine, a Member of the Verkhovna Rada of Ukraine, the Embassy of Estonia in Ukraine, the Cyberlab Computer Forensics Laboratory, the Institute of Cyber Warfare Research, and the NGO “Cyber Academy.”

The international community at the event was represented by Lauri Lucht, Cyber Attaché of the Estonian Embassy, and Dragos-Gabriel Dima, Senior Cybersecurity Advisor at EUAM Ukraine.

The theme of the 27th meeting was “Defining and Integrating Key Cybersecurity Concepts in the Legal Framework of Ukraine and the World.”

The participants’ discussions focused on the following issues:

  • War crimes in cyberspace: modern legal approaches and gaps;
  • Mechanisms for international deterrence and response to military actions in cyberspace;
  • Key needs and solutions in the education and science sector in the field of cybersecurity.

Serhiy Mykhailovych Denysenko, Executive Director of CyberLab, spoke in the third block of the cluster, which concerned the state of education and science in the field of cybersecurity. The topic of his presentation was “Overview of Key Needs and Solutions in the Education and Science Sector in Cybersecurity, in the Context of Incident Response.”

During his presentation, the following issues were addressed:

  • Issues related to the legal framework for the incident response process (cybercrimes). Problems and solutions.
  • The current state of training specialists in information security (cybersecurity) incident response and specialists in evidence analysis and research.
  • Problematic issues in the training of forensic experts in computer-technical research and electronic communications research.
  • The use of appropriate technical equipment and software in the training of information security (cybersecurity) incident response specialists and evidence analysis and research specialists. Practical aspects.

In summary, he thoroughly examined the current issues in the education sector and proposed mechanisms for solving and developing this area in the field of cybersecurity.

Thanks to the ongoing cluster meetings, participants can raise current cybersecurity issues in Ukraine and engage partners for support and to address the key needs of the cybersecurity community in Ukraine.
